云南局对出口货物实行直通放行制度

    为进一步推动大通关建设，提高口岸通关效率，7月6日从云南检验检疫局获悉，从7月1日起，云南检验检疫局开始对出口货物实行直通放行制度，采取“产地检验、口岸出单”模式，口岸检验检疫机构根据检验检疫机构的电子转单信息，对符合条件的直通放行货物不再实施现场查验，直接换发《出境货物通关单》。
    推进直通放行制度先在云南检验检疫局辖区内试行，然后根据试行情况逐步扩大直通放行范围。云南检验检疫局辖区内第一批实施出口直通放行的企业和货物涉及15家企业的30种货物。实施出口直通放行制度后，由于货物在口岸不再实施卸货查验，企业至少可以得到以下两个实惠：一是减少了相应压港、掏柜、仓储等费用的支出，较大幅度降低了口岸通关成本；二是货物滞港时间相应减少，通关效率得以大幅提高，出境货物装运期变得更加可控。
    下一步，云南检验检疫局还将积极推动与重庆、广东、广西等的直通放行合作备忘录的签署，进一步提高云南进出口货物通关效率，更好地服务于企业、服务于外贸。（向星权）
