        于广洲表示，西藏在党和国家工作大局中处于重要地位，海关将深入贯彻中央第五次西藏工作座谈会精神，继续全力支持西藏发展稳定。双方围绕西藏口岸发展、综合保税区建设、实施旅客购物免税政策、建立署区紧密合作机制等深入交换意见。于广洲赞成签署署区合作备忘录，加大服务力度，研究西藏设立海关特殊监管区域、免税店的可行性，解决西藏实际需求。
        秦宜智代表西藏自治区党委、政府主要领导感谢海关对西藏对外开放、社会安全稳定等方面给予的大力支持。
