新的欧盟玩具标准EN71-1：2011/prA2草案已经发布，现处于正式表决阶段，预计即将生效。该新标准将发声玩具划分成不同的类别，并且针对不同类别的发声玩具，制定了不同的声压值要求。与现行的玩具标准相比，发声玩具的测试范围扩大了。

新类别的发声玩具：

1. 吹奏玩具：玩具明显设计为当儿童或其他人吹奏时发出声音的玩具。

2. 语音玩具：玩具明显设计为依靠电子扩大或变形语音发出声音的玩具，这些玩具发出声音的大小取决于输入声音的大小（发声玩具举例：电话、对讲机）。

3. 易与近耳玩具混淆的玩具：与近耳玩具的形状和结构相似，且容易被误认为是近耳玩具的发声玩具。
